      Tom L. Gutierrez
  
       
 
  Mr. Gutierrez, labor representative, is the Administrator and Training Director for Apprenticeship, Maintenance and Abatement Trust Programs, with the Local 5 Heat & Frost Insulators & Asbestos Workers of Southern California. He has been for a union leader over 27 years and he has represented both labor and management for 19 of those years. Mr. Gutierrez was appointed to the L.A County Workforce Investment Board in October 3, 2006.
